David "DT" Toliver, Motivational Speaker, Operations Lieutenant, overseeing the training for officers and clerical staff for the Henderson Police Department’s (HPD), Corrections Division in Nevada, has been selected as Top Law Enforcement Officer of the Year for 2019 by the International Association of Top Professionals (IAOTP).
While inclusion with the International Association of Top Professionals is an honor in itself, only a few members in each discipline are chosen for this distinction. These special honorees are distinguished based upon their professional accomplishments, academic achievements, leadership abilities, longevity in the field, other affiliations and contributions to their communities. With over 2 decades of professional experience with HPD, Lt. David Toliver has certainly proven himself as an accomplished professional and expert in the law enforcement industry. He has demonstrated success not only as a Lieutenant & Instructor, but in every position he has ever held. His impressive repertoire of prior roles and experience have included Instructor for The Nevada Commission on Peace Officer Standards and Training (POST), for which he serves as an, often requested, instructor for the curriculums of Nevada Law Enforcement’s 1st Line Supervisor and Management POST Certificates. He, also, assists neighboring police agencies’ training programs as a NV POST Advanced Instructor Development Instructor, while earning a reputation for motivating Supervisors and Officers, aspiring to be Supervisors via the ‘Effective Communication’ course. In the Corrections World, he was one of the first, in the state of Nevada, to earn the American Jail Association’s highest designation of Corrections Jail Manager, via The Jail Manager Certification Commission. As for his commitment to the HPD, he had the unique opportunity to serve as the Southern Desert Regional Police Academy Commanding Sergeant, which is dedicated to HPD and surrounding agencies. He, also, held the position Gang Intelligence Unit Sergeant and Lieutenant, served as a department instructor for Firearms, Taser, and Defensive Tactics, and he taught himself Spanish to the skill level to be recognized by The City of Henderson as a certified Department Spanish Speaker. When Lt Toliver wasn’t working, he enjoyed being a, sought after, Motivational Speaker for UNLV Athletes (Men’s Basketball, Women’s Volleyball, and Baseball, to name a few), Youth Basketball camps, grade school and high school students, Youth at Risk organizations and families upon request, and even the Corporate World’s Nevada based Al Phillips Dry Cleaners. He, currently, enjoys teaching Brazilian Jiu Jitsu to children, 4 – 12, and is an aspiring purple belt under the Late Carlson Gracie Martial Arts System. Lt. Toliver received his Bachelor of Science in Mechanical Engineering with emphasis on Aerospace Structures from the United States Air Force Academy, Colorado Springs, Colorado, in 1989, and is currently nearing graduation from the National Institute of Corrections, highly selective, Executive Leadership Program, “Executive Excellence”. Additionally, as recent as this year, he became the first Mentor, representing HPD’s new community engagement, to the nationally acclaimed ‘Hope for Prisoners’ organization, which commits to helping, formerly incarcerated, individuals find solutions to the challenges they face during their arduous task of re-entering society outside of jail or prison.
Throughout his illustrious career, Lt. Toliver has been active in his community and recognized worldwide for his outstanding leadership and commitment to the industry. He has received awards, accolades’ and has been featured in publications and magazines such as Who’s Who, Top Industry Expert, Pro-Files Magazine, and is being considered to be featured in TIP (Top Industry Professionals) Magazine. For 2018 & 2019 selected as Top Law Enforcement Officer of the Year with the International Association of Top Professionals. He has also been named Outstanding Professional of the Year, Law Enforcement Officer of the Year. Lt. Toliver remains active in his community teaching, keynote speaking, training and is also an Executive Board Member for his Department’s Henderson Police Supervisors Association and for the Southern Nevada Conference of Police and Sheriffs.

Looking back, Lt. Toliver attributes his success from the support he has received from his family, mentors he has had along the way, his countless hours dedicated to his work, and staying passionate in all his endeavors. Lt. Toliver says he has been blessed and he loves doing what he is doing and feels this is just the beginning. For the future, Lt. Toliver hopes to continue making a difference in people’s lives anyway that he can and promoting to the rank of Captain.
