On April 17, 2019, Fulton County Commissioners voted to begin phasing out single-use plastics, such as bags, cups, and cutlery, and to substitute those products with non-plastic alternatives. "Fulton County is joining so many other municipalities, states, and counties in doing our part to drive down plastic pollution by eliminating wasteful plastics," says Board of Commissioners Chairman Robb Pitts, "which never break down and end up back in the ecosystem and possibly our food supply."
But University of Sydney economist Rebecca Taylor recently published a study regarding plastic bag bans in California. Consumers appeared to be reusing these “single-use” bags. After they were banned, trash bag sales increased in many cases to offset the change. Sales of small trash bags increased by 120%.
Trash bags are thick and use more plastic than shopping bags. Cities also saw a surge of paper bag use. The study estimated that 80 million pounds of extra paper trash per year resulted. The processing of trees requires a lot of water, toxic chemicals, and fuel for heavy machinery.
A 2011 UK government study found that a cotton tote must be reused 131 times to offset the emissions used to produce a plastic grocery bag. Another one of Taylor’s studies shows that a fee for plastic bags is just as effective as a ban. And a fee offers flexibility for people who reuse plastic bags for garbage disposal or dog walking.
